It's part of a tactic used by the USA called 'shake and bake'. Phosphorous is classified as a chemical weapon when used against people. Use of it is a war crime. But Israel, and their sponsors the USA and UK, don't give a shit about war crimes if they're committed by 'our side'.
And the International Criminal Court has decided it "doesn't have jurisdiction" because Israel hasn't ratified the Rome Statute. This is the organisation which is currently prosecuting the Sudanese president for war crimes. Sudan also hasn't ratified the Rome Statute.
